Hopkins
County Court is comprised of the Child Support Division, Domestic
Violence Division, and the Cold Checks Division. The Child Support Division is
responsible for the enforcement of Support Orders, Establishment of Support Orders,
Establishment of Paternity, Medical Coverage Issues, Medical Reimbursement, Modifications,
and Location Services. The Child Support program serves as the mediator for the
collection of child support and medical support from non-custodial parents. Their
objectives are to provide ongoing financial support to dependent children; place
the burden of supporting children on the parents; and reduce the burden of welfare
costs for taxpayers. New and better weapons to protect merchants from cold checks
are made possible due to tougher law enacted by the Kentucky Legislature. Prosecutors
are now entitled to give a handling fee as part of the court costs.
There are four levels of court in
Kentucky. The appellate courts include the Supreme Court and the Court of Appeals.
The trial courts are divided into Circuit Court, which has general jurisdiction,
and District Court, which has limited jurisdiction. The trial courts first hear
the facts and issue judgments on those facts. Nearly all cases go to the Court
of Appeals on appeal of a trial decision of the Circuit Court or on appeal of
a decision of the Circuit Court of a District Court judgment. The District Court
only hears juvenile matters, city and county ordinances, misdemeanors, traffic
offenses, probate of wills, felony preliminary hearings, small claims, and civil
cases involving $4,000 or less.
